SECTION 5 OF THE VILLAGE OF CHEVY CHASE

COUNCIL MEETING MINUTES

Date: January 9, 2024

Place: Village Hall, 5906 Connecticut Avenue

Time: 7:30 PM

Present: Greg Chernack, Josh Galper, Sean Downey, Phil Giordano, Maryann Luongo, Ashley Kavanaugh, Captain Jason Cokinos, and several Section 5 residents

Chair Greg Chernack called the meeting to order and welcomed those in attendance.

Chair Chernack moved that the minutes from the December meeting be approved; there was a second, and the motion passed.

There were no resident comments.

The Council held a listening session with Leland Court residents regarding potential street maintenance work in that area. The work includes new curbs, gutters, sidewalks, streets, and tree maintenance. The Council discussed the initial goals for the project and received important feedback from residents. While the Section has identified a contractor and project management company, no specific plans have been created. The Council will continue to keep residents informed.

The Town Manager presented an overview of the Section’s current financial status, and entertained questions from the Council.

-One private tree removal was granted.

-One building permit was granted for a new permeable driveway.

-The Council unanimously approved a fence permit request made by a resident whose property abuts Brookville Road. Section 5 building regulations allow for the Council to grant limited height exceptions to corner lots abutting State Highways, including Brookville Road.

-The only update to the Leland Street Access Restriction proposal is that the Section 3 Council wrote a letter in opposition. The deadline for written testimony closed on Friday, January 5, 2024. The County Executive is expected to issue a Statement of Decision in the near future. The Statement of Decision will be communicated to all who have engaged in this process.

-We are working with attorney Mike Berman, Julie Sparacino, and Ron Bolt to close out the email files that were held due to the PIA. We still have not heard back from the State Archivist regarding final approval. We are proceeding as if the amendments will be approved, and we will be ready to act when they are.

-We received an update from the website designer regarding the new Section 5 website. While it has taken more time than they originally proposed, we are making good progress.

Chair Chernack adjourned the meeting. The next meeting will be held February 13, 2024, at 7:30 PM at the Village Hall, 5906 Connecticut Avenue. The Village Hall has handicapped access. Everyone is welcome.
