Place: Conference Call Only Due to COVID-19

Time: 7:30 PM

Present: Greg Chernack, Pat Xeller, Maryann Luongo, Philip Giordano, Josh Galper, Ashley Kavanaugh, and several Section 5 residents

Agenda Item: Greetings and Introductions

Chairman Greg Chernack called the meeting to order and welcomed those in attendance. Chairman Chernack announced that Pat Xeller will now serve as the Section 5 Vice-Chairman and Maryann Luongo will be the Section 5 Treasurer.

Agenda Item: Review and Approval of June Council Meeting Minutes

Chairman Chernack moved that the minutes from the June meeting be approved; there was a second, and the motion passed.

Agenda Item: Residents comments

There were no resident comments, but Councilmember Philip Giordano asked about the possibility of the Section offering a composting service to residents. He noted several other Chevy Chase municipalities currently provide and pay for composting. After a brief discussion, it was decided that Councilmember Giordano would get additional information including pricing and present it at the October meeting.

Agenda Item: Manager’s Report

- The Town Manager presented an overview of the Section’s current financial status, and entertained questions from the Council.

-The Manager noted that over the summer months there were nine approved tree removal permits and twelve building permits were issued.

-The Manager said that WSSC recently mailed a flyer to Section 5 residents regarding an upcoming Brookville Water Main Replacement Project. The Town Manager noted that work is scheduled to occur in Section 5 on parts of Connecticut Avenue, Dalkeith Street, Thornapple Street, Thornapple Place, Underwood Street, Brookville Road, and Windsor Place. The earliest the work will begin is November 2021, but the timeline could shift later due to COVID-19. While they estimate a two-year timeline (completion in summer 2023) this does not mean they will be working in our area the entire time. There are other streets that are included in this same project. WSSC will notify Section 5 directly and meet with the Manager before they begin this project.

-The Manager indicated there was a Community Meeting held on August 25 by zoom regarding a proposed subdivision project for parts of Windsor Place and Brookville Road. The project and meeting were initiated by Lacy Rice. Mr. Rice is a Section 5 resident and lives on Brookville Road. The meeting was part of a pre-submittal process that is required by Montgomery County when residents submit a preliminary plan application to the County Planning Board. The MCPB is in charge of zoning laws in Section 5. The purpose of the meeting was to explain the proposed project to residents in the general area. The proposal would create a buildable residential lot at the end of Windsor Place and make small adjustments to property lines on adjacent properties. Mr. Rice is expected to make a formal presentation to the Section 5 Council and residents at the October Town Council meeting.

- The Manager said that the County has set up a detailed website related to the proposed Chevy Chase Library Renovation project. The Section will send an email to all residents in the community making them aware of the website and encourage interested residents to leave feedback and comments concerning thoughts on the possible renovation.

-The Manager asked the Council if they would like to offer a Free Tree Planting Program once again to the Section 5 community this fall. The Council agreed and voted unanimously to proceed with the program. The Manager will inform the residents.

-The Manager announced that the Fall Block Party has been officially cancelled this year due to COVID-19.

Chairman Chernack adjourned the meeting. The next meeting will be held October 13, 2020, at 7:30 PM via conference call. Everyone is welcome.
