Agenda Item: Greetings and Introductions

Chairman Greg Chernack called the meeting to order and welcomed those in attendance. There was a round of introductions.

Agenda Item: Review and Approval of May Council Meeting Minutes

Chairman Chernack moved that the minutes from the May meeting be approved; there was a second, and the motion passed.

Agenda Item: Residents comments

There were no resident comments.

Agenda Item: Financial Report FY 2020

The Town Manager provided the Council members with copies of the financial report for FY 2021. The report included all revenues, expenses, and net income to date. The Manager noted that the final June State income tax payment for FY 2021 has not yet been made but is expected to be at least $80,000.

After reviewing the financial report, the Council recommended that a credit/rebate once again be provided to residents. Chairman Chernack moved that Section 5's Council provide a $700 real estate tax credit for each of the 227 households plus LaFerme restaurant for FY 2021. The motion was seconded, and it passed unanimously. The manager will notify Section 5's residents of the Council vote.

Agenda Item: Manager’s Report

-There were no tree permits this month.

-There were six new building permits issued.

-Section 5, along with Section 3 and Martin’s Additions, is sponsoring a Community Shred Event this Sunday, June 13. A reminder with specific details will be sent to all residents by email.

-This annual Fourth of July Parade and Party is now confirmed. We will do moon bounces and water slides, plus a modified lunch buffet.

-As noted at the April meeting, the 4-H site located in the Town of Chevy Chase is for sale. As of now, a buyer has not been announced. The Town of Chevy Chase will update their website with any new information. The Manager will notify the Council and residents with any developments.

-The Manager gave a brief update on the possible Covid relief funds available to the Section as part of the American Rescue Plan. There are still many uncertainties surrounding the funds including the exact amount the Section will receive, and the allowed uses. There is a meeting on June 17 to discuss the funds. All municipalities are encouraged to apply for the funds with the State. If the Section decides not to use the funds because we cannot determine an appropriate manner to spend them, the money will revert back to the State of Maryland.

-There will be a County Council hearing on Thrive Montgomery on June 17. The Section is part of a broad coalition of surrounding municipalities examining Thrive Montgomery and the possible impacts on our community. The coalition is expected to testify at the meeting, and also send a letter asking for clarification on various aspects of the plan to the County Council.

-As a reminder, there will be no Council meeting in July or August.

Chairman Chernack adjourned the meeting. The next meeting will be held September 14, 2021, at 7:30 PM. Everyone is welcome.
