Present: Greg Chernack, Josh Galper, Phil Giordano, Maryann Luongo, Ashley Kavanaugh, Captain Jason Cokinos, and several Section 5 residents

Agenda Item: Greetings and Introductions

Chairman Greg Chernack called the meeting to order and welcomed those in attendance.

Agenda Item: Review and Approval of June Council Meeting Minutes

Chairman Chernack moved that the minutes from the May meeting be approved; there was a second, and the motion passed.

Agenda Item: Residents Comments

A resident asked whether Section 5 had an active shooter plan or recommendations for residents should they find themselves in a similar situation. Police Captain Jason Cokinos noted that the Section is generally considered a low crime area but offered basic suggestions. He mentioned that the Montgomery County Police Department offers a community presentation on active shooters entitled CRAZE. The Council asked for more information on the program and discussed setting up a community crime discussion in the next few months. Another resident asked about the procedure for speed humps in the Section, and he also inquired whether a new paper phone directory could be produced. The Town Manager mentioned that we are in the process of updating the directory and hope to have it completed by the end of the year.

Agenda Item: Monthly Financial Report

The Town Manager presented an overview of the Section’s current financial status, and entertained questions from the Council.

Agenda Item: Manager’s Report

-The Town Manager indicated that the Section is still under contract with Lee’s Trees to do leaf removal this fall. Lee’s Trees has proposed a fee increase of $55 per day of work due to higher fuel prices. The Manager recommends allowing for the increase. The Council agreed, and the Manager will notify Lee’s Trees of the agreed upon increase.

-The Manager said that Montgomery County Sanitation has also asked that we continue to include a fuel supplement charge to their monthly contract price invoice. The price is set in consultation with the other neighboring municipalities in Chevy Chase and is based on the AAA diesel gas price for the State of Maryland. The Section had originally agreed to paying the supplement for six months with the agreement ending in August. The Manager recommends that we continue with the increase for an additional three-month period. The Council agreed, and the Manager will notify Brian Shumaker with Montgomery County Sanitation.

-The Manager said that Section 5 received a snow removal proposal from Rolling Acres for the 2022-2023 winter season. The Section has used Rolling Acres for snow removal for several years. The new proposal shows the same fee schedule with minimal price increase to account for increased fuel costs. The Manager recommends agreeing to the proposal. The Council agrees, and the Manager will notify Rolling Acres.

-The Manager met with the auditors in early August. The audit should be completed in October, and it could be presented to the Council at the December meeting.

-The Manager said the Fall Block Party has been scheduled for Sunday, October 2 with a rain date of October 9. She will notify residents and line up vendors immediately.

-The Manager asked if the Council would like to continue to offer the Section’s Free Tree Program again this year? The Council would like to continue with this program. The Manager will begin work with the Section arborist and residents.

Chairman Chernack adjourned the meeting. The next meeting will be held October 11, 2022, at 7:30 PM.at the Village Hall, 5906 Connecticut Avenue. The Village Hall has handicapped access. Everyone is welcome.
