Agenda Item: Greetings and Introductions

Chair Chris Richardson called the meeting to order and welcomed those in attendance.

Agenda Item: Approval of March Council Meeting Minutes

Chair Richardson moved that the minutes from the March meeting be approved; there was a second, and the motion passed.

Agenda Item: Resident Comments

A resident in attendance mentioned that the Chevy Chase Historical Society will soon be seeking donations, and Section 5 will likely be approached.

Agenda Item: Discussion of Draft FY 2017-18 Budget

The Town Manager presented a draft FY 2018 budget to the Council. After a detailed discussion of all the line items, income, and expenditures the draft was approved with adjusted changes. The budget will be sent to residents for their review and comments in advance of the Annual Meeting May 2nd.

Agenda Item: Manager’s Report

The Town Manager noted there were no additional names submitted for nomination for the three Council spots up for election in May. Since all three incumbent Council members have declared their intention to run again, and there are no new candidates, the incumbents will be sworn in at the May meeting. Bios of the three incumbent Council members will be circulated to residents along with the proposed budget mailing.

There were two tree removals granted. Both are private trees on Thornapple Street, and both trees were deemed hazardous by the Town arborist.

There were no building permits issued this month.

As mentioned at the March meeting, the Town Manager recently met with a safety expert from the State Highway Association, and walked all the major intersections within Section 5. SHA is looking into the crash history for corners at Thornapple, Underwood, Williams, and Woodbine at both Brookville and Connecticut, as well as the placement of a large box associated with the pedestrian crosswalk on Connecticut Avenue between Williams and Woodbine. Section 5 was not consulted regarding its location, and we have requested it be moved as it considerably limits visibility. The Section has been advised by SHA the situation is still under review, and we should expect an answer at the end of April.

As part of Section 5’s ongoing review of its building code, the Town manager met with the Building Administrator for Section 3. The main topic of discussion was their current storm water and drainage policy as it relates to driveways and other impervious surfaces.

Chair Richardson adjourned the meeting. The next meeting will be held May 2, 2017, at 7:30 PM at the Village Hall, 5906 Connecticut Avenue. The Village Hall has handicapped access. Everyone is welcome.
