Agenda Item: Greetings and Introductions

Chairman Greg Chernack called the meeting to order and welcomed those in attendance.

Agenda Item: Review and Approval of January Council Meeting Minutes

Chairman Chernack moved that the minutes from the January meeting be approved; there was a second, and the motion passed.

There were no resident comments.

The Town Manager presented an overview of the Section’s current financial status, and entertained questions from the Council.

Agenda Item: Manager’s Report

-The Manager noted that there was one approved private tree removal permit in the past month.

-The Manager announced there will be a bulk trash collection on Saturday, March 6.

-The Manager said that we expect to hold a community shred event in conjunction with Martin’s Additions and Section 3 in late May or early June.

-Section 5 now has 68 homes signed up for our new composting program through the Compost Crew.

-The latest Section 5 paper phone directory is almost complete. It should be in the mail to residents by mid-March.

-For planning purposes, the next three Council meetings are March 9, April 13, and May 4. As a reminder the Annual Meeting is always held on the first Tuesday in May.

-The Manager provided an update on ZTA-20-07, the zoning amendment put forth by Councilman Will Jawando, which would allow owners of R-60 zoned properties located within one mile of a Metrorail station to build “Missing Middle” housing types, including duplexes, townhouses, and other multi-family structures. The Section 5 Council joined a coalition of affected municipalities and communities in submitting a letter asking for clarification on many of the details of the proposal. Specifically, how will they address concerns about storm water management, lot coverage, building heights and setbacks, parking, and adequate utility infrastructure? The Montgomery County Planning Board met on February 8 to consider ZTA 20-07. In advance of that meeting, the Planning Board staff issued an opinion that in its current state the proposal is unlikely to lead to its stated goal of creating more missing middle housing, and it needs more work. The Planning Board ultimately agreed with the staff recommendation and suggested that ZTA 20-07 should instead be considered with Thrive Montgomery. The County Council will hold a public hearing to consider ZTA 20-07 on February 11.
