SECTION 5 OF THE VILLAGE OF CHEVY CHASE
COUNCIL MEETING MINUTES

Place: Village Hall, 5906 Connecticut Avenue
Time: 7:30 PM
Present: Greg Chernack, Scott Livingston, Maryann Luongo, Phil Giordano, Ashley Kavanaugh, one resident, and Martin’s Additions’ Manager, James Gaston
Agenda Item: Greetings and IntroductionsChairman Greg Chernack called the meeting to order and welcomed those in attendance.
Agenda Item: Review and Approval of October Council Meeting MinutesChairman Chernack moved that the minutes from the October meeting be approved; there was a second, and the motion passed.
Agenda Item: Legal UpdateSection 5 attorney Ron Bolt updated the Council regarding various legal matters relating to the Section, as well as other surrounding area municipalities. He addressed issues including the Montgomery County Debris Management Plan MOU, small cell tower legislation, accessory dwelling units, and also a potential class action lawsuit dealing with opioids. The Council acted on only one matter deciding to formally opt out of the class action opioid lawsuit. The vote was unanimous with Chairman Chernack not participating.

Agenda Item: Monthly Financial ReportThe Town Manager presented an overview of the Section’s current financial status, and entertained questions from the Council.
Agenda Item: Manager’s Report-The Town Manager noted there was one building permit issued this month, as well as three tree removal permits.
-The Section’s Free Tree Program is finalized, and there are thirty-four trees to be planted.
-The Manager noted that the District 18 Delegation is interested in meeting with the Section 5 Council. The Council would like to do this and asked the manager to offer December 12 as an option.
-The Manager provided a brief update for the Council regarding the new part-time police officers working in Section 5.
-Robert Diss from Lindsey and Associates will attend the December meeting and give a presentation on the FY 2019 audit.
AdjournmentChairman Chernack adjourned the meeting. The next meeting will be held December 10, 2019, at 7:30 PM at the Village Hall, 5906 Connecticut Avenue. The Village Hall has handicapped access. Everyone is welcome.
