Present: Greg Chernack, Scott Livingston, Pat Xeller, Maryann Luongo, Ashley Kavanaugh, and two Section 5 residents

Agenda Item: Greetings and introductions

Chairman Greg Chernack called the meeting to order and welcomed those in attendance.

Agenda Item: Review and Approval of September Council Meeting Minutes

Chairman Chernack moved that the minutes from the September meeting be approved; there was a second, and the motion passed.

Agenda Item: Award Presentation honoring former Council Chair Chris Richardson

Chairman Chernack presented Chris Richardson with a crystal gavel and thanked him on behalf of the Council and Section 5 for his long-time service to the town.

Agenda Item: Residents Comments

There were no resident comments.

Agenda Item: Monthly Financial Report

The Town Manager presented an overview of the Section’s current financial status, and entertained questions from the Council.

Agenda Item: Manager’s Report

-The Town Manager asked about Section 5’s interest in joining several other area municipalities in an information sharing network to discuss small cell towers and their possible impact on our communities. The group will work to draft similar regulations and fees for the deployment of small cell tower technology should a municipal ordinance be deemed necessary.

-The Town Manager noted that our snow contractor, Rolling Acres, approached the Section about the possibility of using brine vs. salt this year when treating Section roads for inclement weather. The brine alternative is significantly more expensive than salt. The Council asked the Town Manager to find out more information before making a final decision.

-The Section’s fall leaf vacuuming contract expired on October 1. The contract was put out for bid, and the Section received only one proposal in response. The proposal was from our most recent contractor Lee’s Tree Service. The proposal included the same services and no increase in price. The Council moved that we should sign a new contract with Lee’s Trees; there was a second, and the motion passed.

-The Section held its annual Block Party on September 30. We had an excellent day and great turnout.

-The Town Manager noted that the Section had completed all necessary work regarding the FY 2018 audit. There will be an audit presentation at the December Council Meeting.

-The Section’s proposed records retention plan has been approved by the State of Maryland. However, the state has recently changed the format of their application and this required us to submit new forms. Once this is done and received by the state, we should be officially approved.

Adjournment

Chairman Chernack adjourned the meeting. The next meeting will be held November 13, 2018, at 7:30 PM at the Village Hall, 5906 Connecticut Avenue. The Village Hall has handicapped access. Everyone is welcome.
