COUNCIL MEETING MINUTES

Agenda Item: Greetings and IntroductionsChair Chris Richardson called the meeting to order and welcomed those in attendance.
Agenda Item: Approval of October Council Meeting MinutesChris moved that the minutes from the October meeting be approved; there was a second, and the motion passed unanimously.
Agenda Item: Resident CommentsThere were no resident comments.
Agenda Item: Manager’s ReportThe Town Manager said the sidewalk project finished on time and with no additional cost to the original quote. Overall, she was very pleased with Chamberlain Contractor’s work. They were on time, efficient, and accommodating. They came back and fixed a curb that was damaged in the right away within days.
-The FY 2016-16 audit is now complete. We should receive a final copy from Lindsey and Associates soon.
-The Town Manager was contacted by several residents regarding traffic on Woodbine Street recently. She received one email in particular noting that during the sidewalk work where certain areas of the road had to be closed at different times for work zones making it apparent there is a high volume of cut through traffic. Cars appear to be trying to avoid the light at East West Highway, and therefore turn onto Brookville from East West, and then turn west on Woodbine where they then take a left onto Connecticut. It may be that the Council will need to look into this further.
-The Town Manager asked attorney Ron Bolt to do a review of Section 5’s current Charter and Code. She will work with Chairman Richardson initially, and then eventually this will be discussed in full at a Council meeting.
-The Free Tree program was very successful. Dr. Feather submitted a final order of 28 total trees – five are Town tree replacements and 23 are private. The cost is $9920.00 and includes materials and installation. The trees will be planted in mid-November. The Section will buy the gator bags in the spring and distribute to residents to assist with correct watering. The bags are approximately $25 a piece.
-At the October meeting, a resident inquired about a tree that had recently been removed by a neighbor near his home. The tree removal was done without a Section permit. The Council asked the Town Manager to phone the resident and ask for more information. She contacted the resident, and they said they had no knowledge of the removal, and were fully aware of the Town ordinance and have expressly followed it in the past. The Town Manager will put a note in the December Quarterly to reiterate the Section tree permitting process and requirements.
AdjournmentChris adjourned the meeting. The next meeting will be held December 13, 2016, at 7:30 PM at the Village Hall, 5906 Connecticut Avenue. The Village Hall has handicapped access. Everyone is welcome.
