Residents petition for speed bumps

Residents on Glendale and Woodbine Streets petitioned the Council in October 2006 to have speed bumps installed to slow cars speeding down these streets.

Some residents of Glendale and Woodbine Streets petitioned the Council in Ocotber 2006 and attended Council meetings in 2007 to express their concerns about the volume and speed of automobile traffic on Glendale and Woodbine Streets.  These residents would like the Council to install  speed bumps on Woodbine and Glendale Streets. However, according to the County requirements for the installation of speed bumps the streets in question do not meet the  County  requirements  for  speed bumps  (see below).

The County requires a street to experience 1,000 cars per day and be at least 1,000 feet long.  Woodbine St. is not 1,000 feet long and according to the last traffic study it only had 500 cars per day.  More recent data is being requested from the company conducting the traffic study for the town.  This information in addition to a new survey of Woodbine and Glendale residents will assist the Council in deciding about installing speed bumps.

Speed Bump Justification Criteria

Specific criteria, all of which must be met for a street to be eligible for speed humps are as follows:

  • Street(s) must have a master plan designation of Primary Residential or Secondary Residential and shall have direct residential frontage where the average lot size is two acres or less. Arterial roads, rural roads, tertiary streets, or very low density residential streets with houses set far back from the street are normally ineligible for speed humps.

  • The street's posted speed limit must be either 25 or 30 MPH.
  • The prevailing speeds (85th percentile speeds) must be at least 7 miles per hour above the posted or statutory speed limit on secondary residential streets or at least 9 miles per hour above the posted speed limit on primary residential streets.
  •          Street(s) must have a peak hour traffic volume of at least 100 vehicles (equivalent to approximately 1000 vehicles per day). (The Citizens Association or the Neighborhood Traffic Committee must advise DTPS which hour has the heaviest traffic flow and that will be the hour evaluated.)
  •          Street(s) with Average Daily Traffic volumes exceeding 4000 vehicles per day may require a special evaluation and justification for approval, giving consideration to other alternative measures, where appropriate.

The minimum length of the street or street segment under consideration for speed humps shall not be less than 1000 feet.
